EMPOWERING HIGHER EDUCATION HUMAN RESOURCES STRATEGY TO ACHIEVE EFFICIENCY

Abstract
Importance of human resources is no secret and organizations to survive are needs, capable and creative staffing in a complex and challenging environment. Empowerment and development of human resource is management approaching which employees are empowered to make their own decisions and should have participation in the decisions. Higher education system as a system ahead of all communities requires efficient manpower and is excellent in all aspects. Cohesion and human resource development and mainly involves faculty development programs which empower human resource management play an important role in integrating and combining these programs provide a suitable model for employee empowerment plays. In order to achieve this goal and to help researchers and managers in the areas of human resources faculty in higher education, this paper attempts to investigate ways of empowering the workforce to be addressed.

In today's world, the development of science and technology has affected all social activities. A prominent feature of the evening, which it called postindustrial, being replaced by knowledge, research and human capital and other factors of production. As a result, all organizations that seek to use the most humane, efficient and flexible ways, try to survive. The skilled and experienced workforce, the most valuable wealth of any nation and one of the most important indicators of the superiority of one over the other. In today's competitive world, one of the most important tools for change and conservation organizations to achieve the desired objectives, the human element. The evolution of the concept of what life gives and also ensures the survival of the organization, human resources.
These types of changes in human resources and organizational structure of higher education is inevitable, and scientists believe that the changes in human resource management, the root of all successful organizations. Obviously not if changes in human resource management, higher education is certainly doomed to destruction. The development of human resources planning and designing programs for the empowerment of human resources, one of the major strategies to achieve improvement of the system of higher education is empowerment of human resources.
Concepts and definitions of empowerment
In the new global economy, rapid changes of the main reasons to create fresh approaches and responsible work environment that requires organizations to survive, to review its management system. Empowerment is the collection of systems, methods, and practices that improve the way people develop capabilities and competencies and increase productivity, organization and human resource development, growth and prosperity of the goals of the organization have taken (Carter 1 , 2001).
Definitions of empowerment factors, such as intrinsic motivation, understanding, and commitment to, the jobs, the transfer of power or authority and the sharing of resources and information is used. (Rvbynz 1 , 2002). Empowerment in fact continuous and permanent process in a dynamic environment is analyzed at different levels. Enabling the threads motivation or psychology, structural elements, cultural, historical and institutional context refers to the values and attitudes.
Empowerment in Higher Education
The most important means of empowering, delegating responsibility to the lowest levels of the organization and its goal of providing the best intellectual resources in all areas of performance. Therefore, the objective is to, with the most qualified employees, have the most influence in organizations .

Empowerment through which legislators seem more faculty members will lead to freedom, because they're just now deciding that it is providing the optional self-do not have.
Effective educational system, promoting job skills and personal effectiveness due to manpower. If the educational system is not effective and does not suit the needs of the time, efforts to strengthen its manpower were not a positive result.
Research has shown that empowering stance and its affiliates, in which the public places, meetings between teachers (professors) and executives takes place, teachers are involved in decisions to be respected them , to increase professional development and learning is also more than (Light Food 1 , 1993).
Techniques and tools enabling workforce educationIn order to enable the training of manpower in basic infrastructure and suitable environment, organizations are needed. The influencing factors in enabling organizations to fully and properly implemented, it can be sure that the best use of manpower and hence there is maximum profit organization. But what techniques and tools for the implementation of these factors can be used? Below are some examples of the techniques that have been attributed to empower teachers and if necessary, a description is presented . Education should consider the goals and priorities of your organization and staff characteristics appropriate to implement the techniques and tools, including:
• IMPLEMENTATION OF THE RECOMMENDATIONS OF THE UNIVERSITY
One of the ways of applying the recommendations of empowerment in organizations of higher education, a group typically considered as a way of thinking and acting group from the organization's capabilities are human manipulating correct.
• ESTABLISHMENT OF WORKING GROUPS
Working groups are capable of forming such duties. For this purpose, the creation and growth of several factors in the work environment is one of the requirements for the creation and development of managers and employees in their some of these include: respect, flow of information, control, decision making, responsibility, and increase skills.
• TRUST STAFF
When teachers realize that their boss trusts and wants to use the ideas and skills, to stimulate their sense of responsibility as if they were waiting for an opportunity to know themselves and their organizations, it is endowed with its formation.
• JOB ENRICHMENT
In order to enrich the job should have enough information about the job through a job analysis can be achieved. An analysis of the most important jobs and educational institutions for the best things, foster and maintain human resources and enrichment of jobs they can do.One of the requirements is the implementation of job enrichment, empowerment because empowerment without giving greater responsibility and the freedom to work is not possible.
• EMPLOYEE PARTICIPATION IN DECISION-MAKING
Employees to participate in decisions about complex issues make the problem of using their creative minds, talents and providing innovative ways to provide background.
Practical measures to empower teachers
Following implementation and commissioning of the system is required and has a significant role in its success. The implementation of empowerment in education due to the centrality of human resources, compliance is even more important in these cases.
• OBLIGATIONS OF THE DIRECTOR OF EDUCATION
The manager must have long-term plans for implementing process is empowering teachers and creating a supportive atmosphere and honest communication of human resources in achieving the goals of practical steps to take.
2 - TRAINING EMPLOYEES TO INCREASE THEIR KNOWLEDGE, SKILLS AND ABILITIES THEY
Undoubtedly, effective learning relevant and important tools in enabling teachers to achieve goals. Today, manpower training as an effective step to improve and empower employees to emphasize on learning organizations and dynamic enterprises. Training by providing the knowledge and skills needed to perform tasks efficiently and effectively, leading to a sense of self-worth and confidence in the employee and the employee's job satisfaction will result, which results in higher productivity in the be.
3 - PARTICIPATION OF EMPLOYEES IN PLANNING AND SHARING PERFORMANCE INFORMATION
The general impression is that the information contributed by employees, will disrupt the process. Education should be a team effort and the success rate of employees in an organization's information, not hoarding it looked. Enabling organizations for information sharing not only a necessity, but to create an atmosphere of trust, intimacy, and it is the responsibility of the employee. First, a sense of sharing, participation and ownership towards the organization provides and secondly, the staff decided to make use of information to improve organizational performance.
4 - DELEGATION OF DIRECTORS

5 - TO PROMOTE INNOVATION AND ACCOUNTABILITY
Manager with broad promotion of innovation and accountability among teachers, can contribute to their empowerment.
6 - CREATE A POSITIVE EMOTIONAL CLIMATE
Positive emotional support, especially through a display can be viewed as a way to make sense of the power of teachers. To this end, managers every few months, should be set up meetings to keep them motivated and excited.
Summary and ConclusionsImportance of human resources is no secret and institutions to survive in a complex and challenging environment, capable and creative staffing need. Empowerment and human resource development is a management approach where employees are empowered to make their own decisions and be involved in the decisions.
Capabilities in the field of higher education and university faculty to be rigorous and systematic application Ryz•hay them to conduct self-directed. The University needs people that are creative and efficient with their abilities underlie participatory decision-making and ultimately improve the quantity and quality of higher education to make system.
