Abstract
The present research investigates the development of obstacles to the informational literacy
of faculty member in Islamic Azad Universities, and presents the proposed methods to improve this
skill. The present research appraises the technological, economic, cultural, structural and human
obstacles in university environments. The present research is survey-descriptive and Statistical
population consists of 2131 faculty members of region1 Islamic Azad Universities in 2011-2012.
The sample consists of 325 professors based on Morgan’
s table. We selected them using cluster
random sampling, so we selected several universities and appraised their professors. The data
collected by a questionnaire that is made by researcher based on liker’s spectrum. This questionnaire
was used after the determination of its validity by specialists and its stability was conformed using
Cronbach Alpha coefficient (Alpha: 0.941). The analysis of data carried out using descriptive
statistics methods (frequency, the percent of frequency, mean and standard deviation) and SPSS
software. The results of research show that economic and technological obstacles are the most
important obstacles of the informational literacy of faculty members.

Abstract. Modern social organizations due to the expansion of eco-
nomic & industrial activities should prepare, preserve & manage a set
of powerful manpower in large & diverse scale. Nowadays skillful &
autonomous manpower is the most important factor of dynamism in
an advanced community. Social, scientific & industrial organizations
cannot be successful without a constant discipline. Therefore, in or-
der to achieve noticeable successes & realize the ideals of humanity,
managers should utilize different management principals & concepts &
applying them tactfully & carefully. In fact, manpower is considered as
a precious asset, which has a production power. All of the advanced
& developing countries are trying to equip & preserve the manpower
comprehensively & dynamically. According this devising the patterns,
which can respond to the different requests of the community by de-
veloping the human competence become necessary. This research with

Supervision and Evaluation Role in Higher
Education Effectiveness

Abstract. Educational supervision and evaluation is a mechanism
which seeks to improve and correct learning process in all aspects and
will lay the foundation for continuous improvement in education qual-
ity. The nature of supervision and evaluation is related to all the factors
and individuals involved in educational system and deals with the su-
pervision of physical situations and the improvement of contents, meth-
ods, etc. Therefore, developing the view of effective use of all factors
in appropriate evaluation in higher educational system leads to long-
term achievement and will gradually create revolution in higher educa-
tion. This demands applying a correction, supervision, and evaluation
process. In this literature, with regard to the importance of supervision
and evaluation and its effects on education and educational supervision
balance, we seek the role of supervision and evaluation and its effective-
ness on higher education using an analytical and descriptive method.
